Sentinel ResponseNo meaning "no handler has produced a response yet".

This is not an Indy value: TdjHTTPConnector.OnCommand sets Response.ResponseNo to it before dispatching a request, so that TdjHandlerList and TdjDefaultHandler can tell whether an earlier handler already handled the request.
